E.g. the URL http://hl7.org/fhir/SearchParameter/Coverage-payor gives an error. Seems that the redirects aren't working?

Proposal is to create a resource-specific 'tab' page appearing between "Detailed Descriptions" and "Mappings". This page would have a 'card' for each SearchParameter that exposed all of the metadata for that SearchParameter that isn't fixed as the same across all SPs. (E.g. we wouldn't bother to list publisher or license or and/or because those are always the same.

We'll also create a separate page for all 'shared' search parameters, with cards rendered in the same format. The shared parameters page will be navigable as a link beneath the Search Parameters link on the Documentation page.

We'll update the table of search parameters for each resource to have a hyperlink to the definition for that SearchParameter, either on the resource-specific page or on the shared page.

Will ensure that the redirects for SearchParameters resolve to the appropriate 'card' on the appropriate page.

NOTE: this will fix things in R5. No plan to fix R4 or earlier.
