Add filter to protect your own prefixes

As in ISP you're the only one advertising your PA space (and maybe single home PI space customers). On any peering you shouldn't see your own IP space being announced.

This would be resolved by making sure you have valid ROAs for your prefixes and implementing ROV, as is already suggested in our guide.
