Impact of airflow/charge defects vis-a-vis HVAC capacities

Document that reported HVAC capacities have been automatically increased to prevent simulation unmet hours. (Check whether that is true for both autosized and hardsized systems, and whether the AllowIncreasedFixedCapacities input affects the result.)

Alternatively, maybe we should try to report capacities that don't include these effects? I.e., rather than reflect the simulated capacities, we would report capacities that reflect installed equipment capacities.

(Also look at what happens when you re-simulate the in.xml file compared to the original file.)
