Add Cambium 2023 Scenarios to Repo

Cambium 2023 was released in approximately February 2024 and is now the latest version of Cambium available. Sometime in August, we should add emissions scenarios from Cambium 2023 to the ResStock repo, and to ComStock as well, for use in the next public runs.

@ekpresent For ResStock, a good starting point would be to review the READMEs / scripts at:

They basically describe the steps for downloading all of the data, capturing the data of interest, updating/running the scripts, creating a new Cambium folder, and then copying script output contents in.
