Multi-year data has implicit leap-days built into data viewer #84

When a file with multi-year data is loaded into DView, it will be loaded with implicit leap days shown in the time-series viewer.

leap_day

This could be confusing in the following cases:

  1. The data has no year associated with it, so unclear what DView is generating a leap year based upon.
  2. The data does not include leap days.

There may be an effort in upcoming months to support more robust leap day support.
