Describe the issue

The size inconsistency has been resolved in a previous bug, however there remains a small issue with the difference in selected and unselected states. when unselected (outline) the border is slightly bigger than the selected (filled orange) state. This change pushes surrounding filter chips vertically and horizontally by a small amount.

Expected Behavior

The selected and unselected state should be exactly the same size, therefore no chips will move as a result of changing the state
