Summarise 'Probability of Premature Death' (PPD) as additional useful health metric #1374

Prematature deaths are defined as deaths occurring before the age of 70 (See Norheim et al (2015))

This could be in the logger of either the HealthBurden or Demography Module, or as an extension to the life-expectancy calculation.
