Change ownership of TDS pqact files to ldm user

Let's look at changing the TDS pqact files ( $TOMCAT_HOME/content/thredds/pqacts/pqact.* ) to be owned by user ldm and group tomcat? (Currently both user/group tomcat.)

It's not clear to me that tomcat should have any ownership over ldm config files, giving one potentially insecure Internet facing daemon the capability to corrupt another Internet facing daemon.
