Separate out TDWR Level 2 Data #90

Currently, the Level 2 TDWR data is filed under "NEXRAD Level II Radar WSR-88D", which is just wrong (though is the same format). Should be somewhat simple since all the TDWR ID's start with T.

Sigh. TJUA is not a TDWR.

👍 Yeah, that works. Never occurred to me to just handle this at the catalog level and not bother with the on-disk layout. This is so much easier.

Well, sort of...the question now is how do we want to handle the url path changes associated with splitting the two apart...or do we make a hard break? There are a few ways we could tackle it.

Can we keep the regular NEXRAD level 2 the same as before?
