oracle: evaluate expressions in the value field

We assume the value part of the sql stmts that oracle log miner provides is always evaluated true datums, but there could be cases where it is actually an expression, such as a function call. The oracle fe should be able to detect such cases and evaluate them into true values or compatible expression on the crdb target.
