The list of available licenses under Option 2 is very limited.

IMHO, either we:
a) offer a curated selection and present our reasons for it and the selection; or
b) make it possible to select any of the licenses on the SPDX License List – perhaps programmatically bind it to the latest version of that list (I think there’s an API)

In any case the list does not include the “-or-later” versions of the *GPL family, which is definitely a must-have.

Also, it would be great to be able to use SPDX expressions to allow for dual-/multi-licensing without resorting to an external (re)licensing policy document.

Unless I’m grossly mistaken SPDX has an API, we could use that.

IIRC the API also exposes the info whether a license is FSF or OSI approved. Which would be super useful too.
