vectors: Annotate with required features #52

Rough idea:

Require at CI time that vectors are some normalized JSON
Add small tool that orchestrates the CDDL gem to determine which features are used in a CRI and rewrites the vectors
Assert that this doesn't leave a diff at CI time

@cabo could leave me a pointer to the right cddl invocaton

Nulls need some extra work, and we don't have a a full CDDL description of CRIs yet.
