Update content to reflect new version of draft-irtf-cfrg-aead-limits #5

The content related to the limits should be updated to reflect the changes to the CFRG draft:

For instance the definition/description of 'l' has changed.

Also update according to new table with numbers for q and v: https://datatracker.ietf.org/doc/html/draft-irtf-cfrg-aead-limits-03#section-5.5 Also the 2^-50 recommendeation.
