Advertise properties of proxies #5

As we do advertise proxies here (even though not fully spec'd out yet?), we should also consider their porperties.
Options around https://github.com/core-wg/href/pull/81/files#r1420635660 (no matter what comes of it):

State that a thusly advertised proxy also needs to be able to process Proxy-Cri (preferred?)
Define a way to state support explicitly.
