Bug Behavior

'Hoshiga Matataku Konna Yoruni' from 'Golgo13(Sensationer)' pack is missing ingame.
It has japanese .sm and .mp3 name and after changinig them in alphabet(english), the song loaded properly.
It seems there's some encoding issue in loading process.

Expected Behavior

The chart should be loaded no matter what the names of .sm and .mp3 are.

Reproduction Steps

1. Run the game
2. Check the Golgo13(Sensationer) package
3. Change the .sm and .mp3 filename to alphabet
4. ctrl+Q(quick reload)
