What problem are you trying to solve with this feature?
Critters should not see all shifts and locations on the system.
While crittertype "Hide on shift view" can hide shifts, something for locations would be useful.
Describe the solution you'd like to see implemented
A new crittertype option "is staff" should allow critters to see all locations which are marked as "only show for staff".
How would this feature improve the Critter System for Eurofurence volunteers or attendees?
Describe any alternatives you've considered or tried
Don't add locations which are supposed to be hidden for critters.
