Data-loading: create release binary

Use GitHub Actions to build json_adder and create a release.

json_adder is just a small tool to do a very specific thing, it doesn't need all the fanfare and ceremony of a release, this isn't going to make it to crates.io or anything. On the other hand, I do need to make binaries available and this is one way to do that.
