FAQ item for statically provided dependencies

I haven't checked yet whether we already have an FAQ item for this. It would be really good to have instructions/thoughts on using DEP5 to declare the licensing of directories containing a full (static) copy of a dependency.

If possible, merging (at least parts of) ABOUT into REUSE makes a lot of sense to me, yes.

Especially when it comes to *.license files and the upcoming “reuse.yaml“, there are many things that we could learn or even adopt from *.ABOUT files, which has had some practical use so far.
