Update KWoC Guidelines

• Remove links to archived kwoc-bugs repo.
• Add project approval guidelines.
• Add/update KWoC website archival guidelines.
  • kwoc archives are branches in the frontend repo.
  • these branches are deployed on netlify. (vercel has a limitation on the number of branches
  • kwocxx.kossiitkgp.org will be the domain for each archive.
  • kwoc.kossiitkgp.org will point to the previous KWoC's archive after it ends and before the next KWoC's website is deployed.
• Add mentor and student manuals in markdown format? (To be used for content only, the content can then be converted into a doc or pdf for circulation)
• Emailing guidelines, timeline, and mailing scripts.
