What is the current behavior?
When you enable xuggler in 7.2 portal, and try to create a web content, the alloy editor toolbar contains the same icon twice, which is very confusing.

If the current behavior is a bug, please provide the steps to reproduce and if possible a minimal demo of the problem.
1.) Control Panel > Configuration > Server Administration > External Services. Here please install „Xuggler". If this is installed restart your server.

2.) Start the system and go to Control Panel > Configuration > Server Administration > External Services and enable „Xuggler".

3.) Go to Content → Web Content and create new basic article and check the Alloy editor functions.

What is the expected behavior?
Sparate functions should have different icons.

Which versions of alloy-editor, and which browser / OS are affected by this issue? Did this work in previous versions?
This is a Liferay 7.2 issue. Version 2.14.0.
