Deployment through CI

One goal of this project the democratize the configuration of and nf-core resources.

However, I think trying to get that set up too soon is going to hinder the project.

For now we should just make a workflow that checks on the formatting on the repo.

We should instead focus on extensive documentation about how a @core member could go through and deploy using terraform basically with creating a personal token for nf-core. Way more bang for our buck.

We can also create tokens for trusted users as necessary
