New document_type available

As it was pointed out on #72 there were a few other document_type showing up on our dataset.

So I opened up an issue on the GitHub repo that centralizes bugs of the chamber of deputies to find out what was happening. And we got an answer (in Portuguese) 🎉

There are actually 6 types now as follows:

0 - Nota Fiscal
1 - Recibos/Outros
2 - Despesa no Exterior
3 - Despesa do PARLASUL
4 – Nota Fiscal Eletrônica
5 – Nota Fiscal Eletrônica

That's might be a problem because these values were used as categorical data and categorical data can not have repeated values.

Waiting for suggestions on how to address this matter.

As their response said 5 was used for cupom fiscal eletrônico I would adopt that nomenclature until they merge all together in 4 (eliminating the duplicate label).
