[github wiki][reduce entry points/dups] Standardize Documentation #1331

Two focus/entry points:

(Every other outdated/incomplete/contradicting/entry point can be deleted/archived).

  1. end-users
  2. developers
  3. github wiki can have internal to org or team documentation or basic user information to redirect to user docs entry points.
  4. Another option can be to create docs/ dir in each user and/or developer facing repository.
