Get test dataverse able to accept datasets #64

We have a test dataverse to use for testing integration at:
https://psi.hmdc.harvard.edu

However, it is configured in such a way that we can not add new datasets to it. This needs fixing.

Also, we need this ASAP because without adding data, we can't get new metadata files to test switching of datasets.
