Usability: Reentering closed process has grey radio buttons with no explantion

If you reenter the wizard for a dataset where you previously clicked "Close Process", the next set of radio buttons will be grey, with no explanation of what the user should do next:

The warning that was shown in the modal is needed here to explain to the user why they can't move forward.
