Add an operator field when selecting "highway=street_lamp" objects

Description

This idea came to me after a pull request came into the NSI project (osmlab/name-suggestion-index#9851) requesting the addition of preset operator values. As of this writing, if a highway=street_lamp object is selected, there are six quick access fields in the sidebar, but operator isn't one of them. One of the six that is there, however, is "reference code" (ref), which in my area is usually paired with the operator (e.g., power company) when reporting street light outages. Thus, to me, it would make sense to add a quick access field in iD for operator as well.
