Create JUnit runner

• the library should support starting and closing IDE automatically (before and after all JUnit tests)
• there should be an annotation before every test class in the IntelliJ plugin project

Also could be a place of configuration of test runtime, ie. timeout coefficient, workspace location, what other extension will be installed, etc. General place for taking input from program arguments.
