Description of how protocols are chosen for transfers

There should be a concepts/operator docs for how transfer protocols are done - an example from start to end of configuring protocols, making a new rse, setting a protocol, setting rules to use the rse, etc. There is a gap in the transfer documentation currently about how protocols are used by rses for anything besides globus.
