Problem/Concern

Ledger Access polices need intuitive Sovrin reference (link) for Master Document Section 4

Proposed Solution

We need to replace this sentence in all places it occurs
"the same policies as a Controlled Document as specified in section 4 of the DIBE Consortium Governance Framework Master Document."
We have a dependency on Sovrin Foundation GF WG
