No idea how anyone can investigate this, but just for info:
Just over an hour ago I created https://www.openstreetmap.org/changeset/96448139 (with a comment of "More water above the Seph, from OS OpenData StreetView". Over an hour after that (about 6 minutes ago) somehow https://www.openstreetmap.org/changeset/96448724 was created with no changeset comment. Maybe there's a "start new changeset" shortcut somewhere that is getting invoked by mistake? That new changeset was created (with no changeset comment), but the previous one wasn't closed. It was run from the command prompt; no output appeared there.
Potlatch version Potlatch_3_Windows__2020_12_07 on Windows 10. It has happened a couple of times before, same version on same OS.

I don't think that was what happened here, but I'm not sure what actually did.
Something happened between 2020-12-26T11:58:51Z and 2020-12-26T11:58:58Z to:
Not close the first changeset
Open a new changeset
I don't believe that I saw a "new changeset comment" dialogue at 2020-12-26T11:58:58Z either.
For completeness, at around 10:03 (a couple of hours earlier) I ran "Potlatch_3_Windows__2020_12_07\Potlatch\Potlatch.exe", not from the command line. It exited almost immediately before I'd made any changes so I re-ran it from the command line immediately at around 10:05, and made the changes in https://www.openstreetmap.org/api/0.6/changeset/96444971 without any problems. I then reran it from the command line a couple of minutes before 2020-12-26T11:36:42Z. Both the 96448139 and 96448724 changesets were from the same running instance of Potlatch.exe.
