Remove: legacyForwarding true in registrations (along with old NGSIv1 CPrs forwarding logic) #4610

Deprecated since Orion 2.0.0, almost all NGSIv1 stuff was removed in Orion 4.0.0.

However, the legacyForwarding logic is still there.

Rule R90 should be added to https://github.com/telefonicaid/fiware-orion/tree/master/scripts/oriondb_consistency

The ProviderFormat type and the format field in registrations document will be no longer needed after this change.
