[Map] Quick actions on Right-Click

When User right-click on map, he should be propose to:

• Add OSM Note on exact pointer location
• Add new POI with editor choice (JOSM, iD ...)

The need is more simple that a right click.

In contrib mode we need a button/link to add a new note. EG. "Report an issue with this map".

Don't we need the coordinates for the note / POI ?
Or we just open blank note on OSM / blank POI editor ?
