Terminate workflow should terminate children workflow first

Describe the bug
If a workflow that have pending children workflows be terminated, will never be resettable now. And in this situation, children workflow also can not be terminated.

To Reproduce
Is the issue reproducible?

• Yes

Steps to reproduce the behavior:
Start a workflow with children workflow, when children workflow is running, terminate the workflow.
Then try reset workflow or terminate children workflow will fail.

Expected behavior
Terminate children workflow first then terminate parent workflow.

This is not a bug. It’s the designed behavior based on parent close policy. The design makes it like OS process, killing a parent process will populate to children recursively. What you described to expect could be a new feature.
