Event edit form is not updating the charter

HINT: Look in EventForm.clean_charter(). The conflict is between data-charter-pk and value. data-charter-pk is there because we need the form to be accessible from multiple places with multiple conditions (Charter dashboard and Event dashboard vs Language detail and Event detail). Maybe rethink if we need data-charter-pk.
