Looks like eums client specifies a very old version (6.0.4 released Jun 29, 2015) of intl-tel-input in bower.json

There has been at least two Somalia fixes in the upstream libphonenumber since then: https://github.com/googlei18n/libphonenumber/issues?q=is%3Aissue+Somalia+is%3Aclosed

So updating to the latest release (11.0.0) of intl-tel-input may resolve this issue
