Selenium test grafana data

The selenium tests for load time of web page, tool form etc for the selenium test grafana page only has data for Galaxy Australia. The graphs for Galaxy EU and Galaxy Main are blank.

The script that populates this influx table probably needs to pull the latest docker image at regular intervals. The script may not be backed up and it would be good to have is as part of this repo, copied to the stats server when the stats playbook is run.

plus replace the Aarnet panel with Galaxy ETCA (galaxy.usegalaxy.org.au)

It would be useful to have data in all four panels prior to load testing.
