Create copy that will be used for phase 2 of releasing disabled states guidance (based on the disabled states literature review we conducted in 2023).

Created the first rough draft of Phase 2 Disabled states guidance. I need the next pass to be accessibility and engineering team to review the accessibility and code guidance in particular to ensure accuracy. The accessibility guidance is more challenging to write and I want to be sure it is sound guidance.

Please review and add your comments and suggested edits! I should only need one person from the a11y team and 1-2 developers to review @amycole501 , @alex-hull @amyleadem @mejiaj @mahoneycm @mahoneycm @cathybaptista @RachelCorsino
