The playback speed menu and the page scroll together, making it difficult to view options #21169

Expected behavior

Only the options in the playback speed menu should scroll.

Actual behavior

Both the menu and the page scroll together.

Steps to reproduce the behavior

Create a post with an audio block
Click the 'Three-dot' menu
Click the 'Preview' button
Click the 'Three-dot' menu in the audio block
Click the 'Playback speed'
Scroll through the menu to see additional options.

Tested on [device], Android [version], JPAndroid / WPAndroid [version]

Galaxy A14 5G, Android 13, JPAndroid / WPAndroid 25.2.1 (1444)
