In background/alarm mode don't continuously follow location #193

If background query is more than a few minutes it makes no sense to watch location all the time - eats battery. Maybe even in foreground mode it would be enough to check the location every 10 minutes or so? Or make that configurable?

Set the configuration to use the passive location provider.
