Updating the source string explanation only generates Explanation updated events on the target strings, but no event on the source string.

Steps to reproduce the behavior

1. Updating the explanation of a source string
2. Go to the Changes page

Expected behavior

Updating the source string explanation only generates Explanation updated events on that source string, and no event on any target string.

Example: I cleared the source string explanation for the Weblate’s glossary entry “copylefted”: https://hosted.weblate.org/changes/browse/weblate/glossary/?page=6&limit=20&action=66&period=09%2F17%2F2024+-+09%2F20%2F2024
But Weblate only generates Explanation updated events on two target languages
