Release Candidate 5

Updates to MPS 2019.1.5
Refactors backend/host as a new extension point. This will allow new hosts (besides Bitbucket Server) to be defined without modifying client logic.
Add some incremental loading to comment posting, new loading spinner when waiting for server.
