Description
This in regards to the conversation I had with @Shruti3004 to improve project set up documentation. I think the initial plan was to make these changes to the Wiki but since I don't have write permissions to the Wiki I decided to make the changes to README.md. I think this is a better approach since most first time contributors go through the README.md first before going through the wiki and if needed the steps can be copied over to the Wiki anyways.

Added setup steps to README.md, Project Setup section.
How to test
Just a documentation overhaul.
