Here, you will find the details of a proposal the EC has recently written after months of background research and detailed conversations with teams from NumFOCUS, the Linux Foundation, and other entities in this space. We appreciate your patience while you waited for concrete output from us on this matter. It was important that we both do substantial due diligence and that we have a chance to wait for NumFOCUS to publicly communicate their own plans.

This proposal will be merged into the governance repo immediately because it is just that, a proposal. A formal PR, to be voted on by the EC and SSC, will follow after a period of gathering input from the community. We have opened an issue in the governance repo for community discussion based on this document. We encourage your input on this topic - we will both monitor the issue and hold open EC office hours (Thursdays, 10am Pacific, on zoom) for anyone who would like to talk synchronously about this topic.

Yes, this is what we meant here. The name is something that may change as things progress.
