Client side election creation and edit functionality

This the first development release with the ability to create elections, and also edit them.

Binaries are available for Windows (32bit) and Linux (32bit). Linux version has been tested, windows binary requires testing. To install, just extract the zip in a directory and run Vote inside the root dir of the app.
