With talks about localization, this might cause unnecesary re-processing for files that are the same in different versions of the game. |

Description
Fixing the makefile so build artifacts are all in
build/where they should be. May be in draft for a while, this one's bigGitHub Actions workflows may also fail as the kinks are worked out of this one as well
