Add stale action.

Adds an action, triggered by cron, that marks issues older than 60 days and PRs older than 30 days as stale. Stale issues are closed after 7 days of inactivity. Stale PRs are closed after 14 days of inactivity. Signed-off-by: Thomas Hallgren <[email protected]>
