I don't think so. I have just built "Application Example" that comes with Qt
image
It displays labels in Russian

This issue remains with Qt 6.2.3

The problem persists with Qt 6.3.0

This is a Qt feature, not a bug :D
Nothing to add here.
I'll try to figure out how to handle this in featherpad later
