Consider setting defaults to systemctl/systemd commands #1825

The bulk of OSs we support are systemd based, so per the comment #1824 (comment), as the most common type of OS, we should probably default to those types of commands in order to make it easier to add new distros in the future. This would eliminate maintaining long inclusions like

when /debian|ubuntu|cumulus|huaweios|archlinux|el-|centos|fedora|redhat|oracle|scientific|eos|opensuse|sles|solaris/
