Track optimal route file

The file TRX_OHI.DAT file contain the best route to choose for IA drivers for each VAI zone

The size of this files are 1024 bytes but the most part of the file is not used because the vai zones defined in a circuit is less than 20, so normally we don't need to read more than 80 bytes.
