What is your proposal:
add multi quota tree.

Why is this needed:

Now the cluster has only one quota tree. All nodes resource will be added to the only quota tree. But nodes are diffrent. The nodes can be classified to different groups. For example we can group nodes by the zone. And some workloads can only by scheduled to some zones.

Indeed we should build multiple quota tree according to the node properties(zone/resource-pool)

Is there a suggested solution, if so, please add it:
